ආපදා අවස්ථාවකදී, ආපදාවට පෙර මෙන්ම ආපදාවට පසු කටයුතු කළ යුතු ආකාරය පිළිබඳ වැඩිහිටියන් වශයෙන් අපගේ අවධානය එල්ල විය යුතු කරුණු බොහොමයක් පවති. ආපදාවක දී ජාතික මට්ටමේ සිට ග්‍රාමීය මට්ටම දක්වා ජනතාවගේ ජීවිත සුරක්ෂිත කිරීම සදහා පුර්ව අනතුරු ඇගවීමේ නිවේදන ලබාදීම, අපාදා තත්වයක දී කටයුතු කළ යුතු ආකාරය පිළිබඳව ආපදා අවදානම් ප්‍රදේශවල මහජනතාව, රාජ්‍ය නිළධාරීන් සහ පාසැල් සිසුන් ඇතුලුව අවදානම් ප්‍රදේශවල ජීවත්වන ප්‍රජාවන් දැනුවත් කිරීම, පුහුණු කිරීම හා පුර්ව සුදානම තර කිරීම සදහා ආපදා කළමනාකරණ මධ්‍යස්ථානය සහ දිස්ත්‍රික් ආපදා කළමනාකරණ සම්බන්ධීකරණ ඒකක මඟින් විවිධ වැඩසටහන් ක්‍රියාත්මක කරනු ලැබේ.
“සුනාමියට පෙරහුරුවක් ” සුනාමි ආපදා අවදානම් පාසැල් සදහා සුනාමි ආපදා පෙරසුදාම් පෙරහුරු වැඩසටහන මේ මාර්තු මස 01 දින සිට මාර්තු 03 දින දක්වා දකුණු පළාත තුළ සුනාමි ආපදා අධි අවදානම් පාසැල් මුලික කරගනිමින් ක්‍රියාත්මක කරමින් පවතී. එබැවින් මේ දිනවල සුනාමි ආපදා තත්වයක් පිළිබද පුර්ව අවදානම් නිවේදනයක් ඔබ වෙත ලැබුණ හොත් ආපදා කළමනාකරණ මධ්‍යස්ථානයෙන් එහි සත්‍ය අසත්‍යතාව විමසන ලෙස ආපදා කළමනාකරණ මධ්‍යස්ථානය මහජනතාවට දැනුම් දෙයි.
මෙම පෙරහුරු වැඩසටහන යටතේ අද (02) දින මාතර මහාමායා විද්‍යාලය, සහ ගාල්ල සුදර්මා මහා විද්‍යාලය යන විද්‍යාලයන්හි පෙරහුරු වැඩසටහන් පැවැත්වූ අතර හෙට දින (03) මාතර කඹුරුගමුව ද්විතීක විද්‍යාලය සහ ගාල්ල මාදම්පාගම මධ්‍යවිද්‍යාලය සහ කුමාර කාශ්‍යප යන පාසල් සදහා සුනාම් පෙරහුරු වැඩසටහන් පැවැත්වීමට නියමිතය. අද දින පැවති පෙරහුරු වැඩසටහන සදහා නිකුත් කරන ලද සුනාම් අවදානම් පිළිබද පුර්ව දැනුම්දීමේ නිවේදනය එම පුහුණු සැසිය සදහා සහභාගී වු නිළධාරියෙතු විසින් මුහුණු පොතට එක්කර ඇති අතර එය මුහුණු පොත හරහා සංසරණය වී ඇත.
මේ සම්බන්ධයෙන් කළබල නොවන ලෙසත් හුදෙක් මෙය පුහුණු සැසියක් සදහා නිතුක් කරන ලද සුනාමි පුර්ව අනතුරු ඇගවීමේ නිවෙිදනයක් පමණක් බවත් ආපදා කළමනාකරණ මධ්‍යස්ථානය දැනුම් දේ. එසේම එවැනි ආපදා පුර්ව අනතරු ඇගවීමක් පිළබව හෝ යම් අවිශ්වාස පුවතක සත්‍යතාව දැනගැනීම සදහා 117 දුරකථන අංකයෙන් විමසන ලෙසත් ආපදා කළමනාකරණ මධ්‍යස්ථානය දැනුම් දේ.
The Disaster Management Centre (DMC) with the technical assistance of the United Nations Population Fund (UNFPA), Sri Lanka and the financial support of the Department of Foreign Affairs and Trade Australia (DFAT) launched the very first Handbook on Gender, Sexual and Gender Based Violence in Disasters in 2022. This handbook provides practical guidance to policymakers, DMC response staff and community groups to plan, coordinate, implement, monitor and evaluate essential actions for a gender equitable disaster response. It contributes to the implementation of the Policy Framework and National Plan of Action to Address Sexual and Gender based Violence in Sri Lanka, initiated by the Ministry of Women, Child Affairs and Social Empowerment.
Sri Lanka has been experiencing multiple earth tremors of a minor scale over the past few months, especially in the Monaragala district which has created renewed concerns among the government and non-government, private sector, residents as well as other interested parties/ organisations. Considering these recent developments, the Disaster Management Centre decided to take the lead in formulating a coordinated mechanism between the Geological Survey and Mines Bureau (GSMB) and the Disaster Management Centre, which would help both organisations to develop an effective preparedness, early warning dissemination and response mechanism as well as to create greater awareness among the public.
The Disaster Management Centre (DMC) under the patronage of the Asian Preparedness Partnership (APP) programme implemented by the Asian Disaster Preparedness Centre (ADPC) with funding support from the Bill & Melinda Gates Foundation (BMGF), held a series of Focus Group Discussions (FGDs) with key categories of stakeholders in disaster management, from 1st February to 3rd February 2023, in obtaining recommendations/ suggestions for improvement of the overall effectiveness and adeptness in line with the Sendai Framework for Disaster Risk Reduction (SFDRR).
Accordingly under the patronage of the Director General of the Disaster Management Centre, Major General (Rtd.) Sudantha Ranasinghe, a workshop was held on 21st February 2023 at Jaic Hilton (Hilton Colombo Residencies), Colombo 2 with the participation of over 90 participants representing various organisations under the categories mentioned above, to validate the content of the circulated draft report as well as to obtain ideas about the way forward.
